Land Development Approvals
Coordinated engineering and permitting guidance for your project from initial planning through final approvals.
Land development projects can involve multiple approvals from municipalities, authorities, conservation districts, and state or federal agencies. The requirements depend on your property, the proposed use, the scope of development, and the regulations that apply to the site.
Elsa Associates helps you identify those requirements early, develop an appropriate permitting strategy, and coordinate the engineering and submissions needed to move your project through the approval process.
Subdivision & Land Development
Your project may require subdivision or land development approval under the municipality’s Subdivision and Land Development Ordinance (SALDO), along with zoning and other local requirements. Elsa Associates prepares and coordinates the civil engineering plans and supporting information needed for municipal review and works with you from initial submission through approval.

Permits & Agency Coordination
Depending on your project, approvals may involve stormwater management, erosion and sediment control, NPDES permitting, Chapter 102 requirements, sewer and water authorities, PennDOT, DEP, conservation districts, and other agencies. Elsa Associates helps determine which requirements apply and coordinates the civil engineering components of those submissions.
Meetings, Hearings & Final Approval
Some projects require public meetings, hearings, or presentations before a planning commission, governing body, zoning hearing board, or other reviewing authority. Elsa Associates can represent the civil engineering aspects of your project at these meetings, respond to technical questions, coordinate with other members of your project team, and help carry the plans through final approval.
